The best answer for this question is: Contact the U.S. Embassy in Singapore and tell them what happened. They should be able to give you the BEST advice.
If you have a visitors visa to Singapore, you should be able to go to the U.S. embassy in Singapore for your visa.
H1B visa application generally is easier than F1. Fill out the DS-156 and pay the regular USD100.00 for application (with methods specified by the U.S. embassy at each country) plus some additional money by cash, if your interview is successful. Bring your petition together for the interview.
