U got the brochure with the application form for FPGEE right? Now u have to collect the documents like transcript, degree certificate, syllabus etc from ur college in sealed letters, as mentioned in the brochure, also complete the application form properly and get it notarized according to the brochure, send all these documents with fees to NABP, they will let u know when u get the approval. In the meantime u can take the TOEFL and TSE exams. NABP specifies in the application brochure that we have to take TOEFL and TSE within 2 years of FPGEE exam. For FPGEE, u can study by ursleves with books mentioned in this website , also there are many prep materials availavle, even classes with Morris Cody...whichever u prefer. The blueprint(syllabus) for FPGEE is also given by NABP, or can be downloaded from NABP website on the FPGEE page.
For TOEFL and TSE info, u can refer the corresponding sites in this forum.
Actually, since it may take some time to get the approval from NABP for FPGEE, in the meantime u can take the TOEFL and TSE, and then later u can request ETS to send ur score to NABP. After u get the required score for FPGEE, TOEFL and TSE, ...NABP will send u the FPGEE cert.
