I concur with others.. ann arbor would be the best choice . Pros of ann arbor include, great research work with great professor in thermal & fluid side, which you intend to,though i am not sure you are targeting the conventional thermo fluid or the contemporary one. It has a great funding resource. Its in Michigan. Its second in USnews for Mechanical. Tamu is great for conventional thermo fluid like turbulence, combustion, convection or tribology but as funding with these subjects are getting tougher and tougher these days and tamu is admitting people without fund in these field, cons of tamu also includes is weather and the research facility in micro or nano level.
