After looking at the GWU Admissions site it doesn't look like they factor legacy status into the admissions process - if they do, it isn't likely to be something that will give you a big boost, because they would have mentioned it more.
What is your class rank? If you rank high, you'll have a good chance as it will show that it is pretty difficult to get a high GPA at your school.
... and yes, applying early decision to BU will give you a boost, although it still will not make up for your lower than average SAT/ACT score for BU. If you are willing to go to BU's college of general studies, you'll make a perfect fit because their SAT average is: 1130-1240 ACT: 24-26
