It is about 35-30. Was kind of safe for me also - but you never know about these California schools, if you are foreigner.
I have a couple ideas why they rejected me: my TSE is 45 <50. Also, my AGRE was not that outstanding and my undergraduate GPA was just silly. There is some chances that they did not even read my application&CV.
