I agree that C is the best answer. Here is my analysis:
The word "but" is the strong clue, helping us understand that "Puritans brought to civil and military affairs a coolness of judgement and----of purpose" is contrary to what writers thought. Therefore, some word meaning "irrelevant" should be placed in the second blank and we reduce all choices to B and C. Ok, now look at the first blank. Think in this way: in the eyes of some writers, "coolness of adjustment" and "----of purpose" do not typify nature of religion. In other words, "coolness of adjustment and ----of purpose" are inconsistent or incompatible with the essense of religion. In reality, it is commonly thought that impassionedness (not coolness) of adjustment and consistency of purpose characterize religion. Now, look at the first word of the choices B and C, what is the perfect antonym of the word "consistency"?. That is "mutability"
