The only school I've ever heard of that funds EVERYONE is NYU. They openly say so on their FAQ. And last year, there were TM posters saying that NYU called to ask if the person(s) still wanted an offer from NYU (i.e. weren't going somewhere better). So, NYU probably has the lowest number of offers of all top schools.
There's probably some confusion here about whether a school offers funding to all of its admits, or whether it turns out that all of the people who accepted the admit were offered funding. (By the way, I guarantee that Cornell makes unfunded offers to at least some people.)
Really, pretty much everyone offers funding of some sort to many/most of the admits. It shouldn't be a consideration when applying to top 30 schools. There's no guarantee of money, but there is always money that every school has to offer to admits. Apply to where you want to go, and see what offers come up... base your decisions from there (in April, after you have offers).
