Should I reapply?

I am considering applying again for Fall 2008 admissions. I am currently in a MSc program at a well-known school in France. I can continue for PhD here but I'm also considering transferring to a better ranked US school (say top 10?). The weakest part of my profile is my GREs which I plan to retake (and take seriously!) next June.

Q750 V600 AW4.5 (will retake)
International: Undergrad in Econ in a "famous" southeast asian school (graduated top of econ prog with medal and a prize in econometrics etc); currently at a reputable MSc (mathematical econ and econometrics)program in France famous for information econ and io (i was top of micro mock exam not that this really matters haha)
*not much math...taken real analysis as an audit course; taking optimization right now
excellent LOR from undergrad instituiton and if I perform well, possibly good to excellent LORs from famous people in MSc prog
forthcoming (co-authored with excellent LOR giver) paper in IJIO

in case it matters, here's my admissions stats from last March:
accepted: penn state, oxford, sse, ucl, toulouse
rejected: northwestern

my ultimate goal is to get a good job placement in a good research university either in the US or Europe (I only speak English and no other European language). some people advised me to stay here and publish more papers before i finish my phd which would "compensate" for the lack of a top 5/10 US phd. care to share any thoughts?
