Your stats are average for those schools, meaning you have the average chance if you were a US student. Being an international student requiring financial aid makes it more difficult. I had better stats on SAT I (2150), gpa(A equivalent), and SAT II's(800's in Physics and Math L2), with decent ECs and community service. I didn't get into my choice school Oberlin.
The amount of financial aid can be a factor.
You will have to present yourself as a strong candidate with proper expression of your passions, your activities, your recovery from any adversity, if any, and your enthusiasm in learning. Your essay and activities are crucial. You may get in with those stats if the college admisssion committee believes that you can bring novel perspectives and flavor to their campus.
