Don't worry, it's a very well known school. Perhaps you should say Cambridge though, rather than JBS.
Anyway, the website says: "We strongly advise applicants from non-UK institutions to take the GRE (Graduate Record Examination) general test."
Seems pretty clear to me; take the GRE. It is never a good idea to disregard instructions as clear as this when making an application. I'm not sure how much value there is in a discussion about whether not taking it will land your app in the "probably not competitive" pile or the "trash bin" pile.
From their standpoint, the attitude is probably "Well his grades are good but we have no idea what standards are like at that university. And contrary to instructions, he didn't take the GRE so we have no way of double checking the validity of these grades. Let's move onto someone whose credentials can be verified."

"If he was really keen on this program, he would have just taken the damn test. It was clearly indicated on the website that he should do this."
