Are you sure that TOEFL is not required at virginia?? Here is what I found from one of their webpage:

"A TOEFL or IELTS exam score is required of all applicants if the language first learned and spoken in the home is not English. This is true regardless of the number of years of instruction in English or if English is the “official” language of the applicant’s home country."

I graduate from a U.S. university, too. But I'm a permanent resident. I don't have time to take TOEFL so I'm reluctant about applying there. But if the admission officer told you that it won't be a problem, then I might consider applying there.
