I am in your shoes too because I scored 99 on TOEFL and a lot of programs I want to apply request a minimum of 100. My lowest score is in the speaking section, only 20, but I do not intend to rescore, because the score might drop and then the situation get even worse.
My advice is to call your school and ask them if that single point difference is so crucial and whether they can accept your 99 score or you should try rescoring, eventually retaking the test.
I am going to apply for an MBA program and I called one of the universities to ask them about this issue. They answered me that a good GMAT score in the verbal section can compensate a weaker TOEFL score. Since I scored pretty good in that section of the GMAT I am confident that my TOEFL score will not jeopardize may admission chances.
