Are you applying to graduate school? If yes, and you can show the financial resources to pay for your studies, you should get the visa.
You may apply for the DV program if you are in the US as a student.
As of this moment, and as far as I know, the embassy has no way to know if you applied for the DV program. I would not tell them! Applying for the DV program shows that you want to stay in the US! But don't worry, they will not know.
