Yes, the usernames are stored in the database, and cannot be changed by the users. I can go in and change them manually, but it's a bit time-consuming.
I've changed only a handful of usernames in the past, and usually, for the same reasons--using an email address as a username (which sometimes results in unwanted emails from others) and using a name that identifies the member (for example, using your real name).
