galka - UBC has made some offers, but I -highly- doubt they've made most of their offers. The April 15 deadline doesn't apply to Canadian schools (afaik). If you have solid recs from research experience with good economists, then you should be able to overcome deficiencies. If you have Calc 1-3 and some diff eqs or matrix algebra math shouldn't be the major constraint. A 3.55 GPA might hurt, depending on how the school you're from grades, but it's hard to say since you don't seem to have a standard, straight-from-BA-or-MA background.
I wouldn't bother e-mailing Green yet - I've heard of UBC sending out decisions even in late-March - April.
