I'm an economics transfer student with about a 3.6 GPA and I just found out in March that I was admitted to UCSD and I was also admitted to UCI. I'm still waiting for UCLA but those results won't be out until after April 23rd.
I think that I wasn't such a strong candidate in the GPA arena but I think it was my extracurricular activities and 10 years of work experience I had that got me in to UCSD. Each case is handled differently. I also mentioned in my personal statement about my future plans to go to law school so that might've helped a bit....

Just wanted to share my situation hope it helps somewhat.
