PR, you can travel to the US on a visitor visa or H1 if you find work.
If a citizen, you can freely travel as a tourist for 6 months and TN for work.
By the end of 3 years you might choose canada. I have passed both FPGEE and Canada Evaluating Exam. I have to choose too.
