Getting admission in IITis easier when compared to getting one in UIC. UIC is a public school whereas IIT is not. I am not very sure how easy it is to get funding in any of them. If you get admitted in both, I suggest you dont leave out UIC unless you have a strong reason to do so. With your GRE score I am not sure you can get into UIC unless you have a really good paper and project. Ofcourse, good academic standing also counts.
