I would certainly look into NCSU since they offer an M.S. in Networking:

M.S. in Computer Networking at NCSU

You may also want to look into the University of Colorado at Boulder as a safety school since they have an M.S. in telecommunications:

To find other M.S. programs that specialize in networking, below is a Google search of college websites:

However, getting funding is another issue entirely.

BTW, a short list of safer schools compared to CMU, MIT, etc. composed by someone wanting an M.S. with an interest in networking:

However, except for NCSU, most or all of these schools probably have average student GRE scores that are higher than your GRE score. For example:

So, again, I would consider retaking the GRE if you have the time to re-study.
