May be you are on their wait list, that's why... It's just my assumption from my personal experience...
Emailing to the department and asking politely about your current admission status doesn't hamper your chances.. It's OK.. I also did that...
Yes.. I'm still considering... as they haven't yet declare any decision... though I've already got my I-20 form from one of my university
