Are you saying that, "TOEFL score is invalid."
If the test score is valid, the scores of test takers should be similar in different tests. The test measures test takers' ability under time limit, rather than language ability.
Therefore, it can be concluded that:
"TOEFL is an integrated test, requiring scores by section is flawed."
