I believe that notification of an applicatin being picked for the lottery is not a final acceptance. It means that you are one of the lucky ones who will then be processed IF all your paperwork and your job offer conforms to the regualtions. Obviously if yours has been returned then you have no chance at all. So definitely a poistive if you get picked.

Had this correspondance a while back from the law firm we used...

We will most likely know by the end of April if your case is selected in the visa lottery. Then it goes to adjudication. These will be accomplished on a rolling basis. Last year we received answers throughout the summer. If you want to get the earliest possible answer, you can pay for premium processing ($1,000) and once your case is selected for the lottery, you will have an answer in 2 weeks.
