Hi Ananth,
As Erin explains in the first post on this thread (Can't download attachments?), you need to have at least 100 posts, to have been a member for at least 30 days, and to have received 10 reputation points.

You have nearly reached the minimum number of posts. I hope you'll continue to participate in TM and find both the forums and the attachments useful!
