Since it's been over a month since you first posted about this, maybe you need to talk to people on the ground, e.g. call up the graduate advisors at each school to get a better feel and, if you haven't already, spend sleepless nights searching Edulix for any info from seniors. To my knowledge, seniors from UT Dallas and SJSU have never posted here.
Edulix, however, does have info from seniors at both schools. For example, for SJSU:

I know some may not agree with this but remember one thing, this year students are 3-4 times more, than those who came to SJSU than last sememter and year.
So if u can pay for whole 2 years fees + living exp. for those months (till u not got a job) .... then only u should apply to SJSU as if u have more then 950+ in GRE u vl get admission in SJSU. So they r just looking for u r money and nothing else. I heard no rejection in CS/SE/CE for fall 06 students doesnt matter wat might be there score may be. So think twice be applying.
Things are not good here. also remember one thing: a student with MS in CS degree can get job in almost every part of USA.
Better join sjsu_fall_05 yahoo groups and see some post by some seniors.
There is only one intelligent senior and i agree with him. He also said all the same things which i m writting here.
Rest depends on u.
So it is better to consult some seniors and u r friends if u have in SJSU b4 coming in SJSU.

UT Dallas sucks for aid, too, but at least the tuition and cost of living is relatively cheap compared to most schools.

Can't you get a Stafford loan as a permanent resident? And can't you, as a permanent resident, get resident tuition rates after the first year of being at any public university? My understanding is that the answer to both questions is yes. If you already qualify for resident tuition in your current state, then I would certainly consider universities in your state.

I would hope so because I can't think of another reason to go there. I'm not being critical, I'm just not familiar with their program. I do think UT Dallas is better for research, but that often doesn't matter for an MS.
Though Silicon Valley may be more inspiring than Dallas, Dallas is excellent relative to most places in the US for IT and CS-related jobs:
