Can anyone tell me the important of GRE verbal in admission of a non-native, for PhD in engineering?

My friend said that in the field of engineering ( or some field not linguistic,literature ...) a non-native just need high score in Quant,and Verbal 300-400 is enough

, the Admission Committee don't care about Verbal?

Further more,can anyone tell me why American (that are pragmatic) require the GRE ( study the words list and a high school math??
