Generally, it's a bad idea to apply for Spring if you want to be considered for funding. But since the odds are against most MS applicants getting funding, it may not matter anyway.

To my knowledge, there are only a couple MSCS programs in the US that offer a high chance of getting a stipend prior to the first semester: UNC at Chapel Hill and UIUC. Both are very hard to get into and, like most of us, you don't seem to have the profile for either school.

UF offers their achievement award which is a 40 percent tuition waiver, but you would need a higher GRE score just to be meet their minimum requirements for admission. UF offers Spring admission, but I don't know if they offer the award in Spring as well.

There are schools in Canada that offer significant funding to MS students, but these programs seem very competitive.
