I agree with you that A has split infinitive but what do you mean by the other statement - "This sentence employs a modifier : whatever follows the comma should modify the phrase before the comma"

but it's not like that split infinitives are always wrong.. sometimes they are acceptable. moreover A satisfies the IF.. Then conditional clauses (can't we look at A from this perspective)
