"B" cannot be on the top shelf because it is always below shelf containing "G".
"C" cannot be on the top shelf because it is only letter on the shelf and the second shelf from the top contains also only one shelf which contradicts given conditions.
Examples with all other letters on the top shelf are quite easy to come up with.
