Also a lot of B-school OR/OM departments have people doing RM stuff, and some statistics PhD programs, both in B-schools and regular stats departments have an insurance/actuarial concentration that might be relevant. Some regular OR/OM/IE departments outside of B-schools also have people doing RM research. Some B-school management and strategy departments also have people doing RM stuff. For those you pretty much need to look around and see who has multiple faculty members doing RM research.
There are a few actuarial science PhDs that might be relevant too.
