Lemme flaunt my credentials-- i moderate 2 different MBA forums-- One that is entirely India-based, the other that is a mix of both. And, i've been Moderating for close to 3years. My interest in the GMAT began a year Before i became a Mod. As such, my exposure to the number of GMAT test-takers is far more.

It's NOT a different story that for those 2desis, the Quant was tough. It's the SAME thing! a score of 49 puts you in the 97-99 percentile range. Obviously the Quant is going to be tougher!! They are essentially seeing 700+ level questions. And you do know that the OG is only for 600+ level.
A 40 in the verbal and there are in the 730 range! Your comparison is unfair--actually a comparison would be impossible. A desi in India or US, who is naturally at the700 level, will ALWAYS see tough questions!

Unfortunately, Indians aren't the only ones who get a consistent 700+ score. The Chinese are just as bad as us, except that they dont have as many IT profiles.
As for GMAT score being the ONLY differentiator, you are over-valuing the importance. The GMAT score opens the door, its how you present yourself in your essays that make or break you. A 700 score is par for Indians simply because a lot of us are engineers. For somebody with a diff background, a 690 would often suffice. If a school has an average score of 713, and a class size of 200+, atleast 100 people are score less than 713. Just imagine how much lesser.
