Base on what I know, with CAT, you have to finish one question to move to the next. If you get stuck there, you have to make the tough call to move on or try to figure it out. Moving on means you would hint the computer that you are not up to that level but spending more time means you have less for other questions. I would definitely get very upset if I keep getting easy questions because that implies I have answered previous questions incorrectly. However, it is designed to finally lock up to your real level. Comparing to that, even I need to do more questions in paper based, each question count toward my final score equally, I have a clear idea of time, and I can go back to revise my answer later on.
