I concur with Audia 8. Answer is A.
Cond 1 yields: (a+b)(a-b)<0 Hence one negative and one positive term. Ratio will always be negative i.e. <0 . Hence the ratio will always be <1 (sufficient)
Cond 2: Not sufficient.
