Ploblem is easy if we substitute samll numbers.
consider FS1:

given b2 >a2 => b>a
if b = 2, a=1 then a-b/b+a <1
if b= 2 , a= -3 then a-b/b+a >1
so FS1 alone is not sufficient.
Consider FS2:
-------------
given a — b > 1 => a > 1+b
for any values of a and b, which satisfy this condition the value of
a-b/b+a is >1
Ex : b= -10, a = -8
b = 1, a= 3
b = -10 a= 8 etc
so FS2 alone is sufficient.
So answer is B.

small correction :
for any values of a and b, which satisfy this condition the value of
a-b/b+a is < 1 not a-b/b+a is >1. Mistakenly written.
