Hey everyone

I am an international student,planning to start my MS in Civil Engg. in Fall'2010.and I am confused between Michigan tech and University of Akron. According to U.S news, MTU is tier one while UAkron is tier 4. Does it matter?
Also can anyone tell me about the quality of civil engineering program in the above mentioned schools?
