Confused about whether to give re exam or not..pls check my details

Hey, 1of my friends gave his gre today n scored-1230
qts-720
verbal-510
he is a permanent resident(green card) of pennsylvania,usa
he is pretty talented and has scored >1350 in his powerpreps.
he wants to get into comp sci

1st:shld he give a re-exam
2nd:are some univ(esp ivy league like princeton and upen) biased to green card holders regarding admission procedures.
3rd:in case he doesnt get a reexam which univs shld he apply to.

I dont think your friend needs to retake GRE . I meant over 1200 is above average. I retook 2 times on GRE with roughly about the same score 1400. It depends on his GPA, experience and recommendation letters. I cant tell exactly what universities he should apply.

well he has no job experience, jus going to complete his B.E from Mumbai Univ next year and then off for post grads.
Recos are supposedly going to be good,if not exceptional.
Does this change anything?
