UIC = IL at Chicago? I don't know much about either, but if you were to use rankings, here is one that has both: JEL, vol.36 (June 2000), Table 1 - it's kind of a popular opinion poll (among dept heads if I'm not mistaken), but also based on NRC'97: 58. SUNY-Buffalo ... 70. IL at Chicago |

If I were in your shoes, I probably would go for UIC. The ranking between the two programs is similar, but UIC has a far better location. You will have much more chances in Chicago than in buffalo, which is a city with withering economy.
