which program to choose (which one is better?)

I don't know anything about CS but from what I've heard both have excellent program in sciences/technology.

depends on what is area of specialization
if u want theory rutgers is MUCH better

CONGRATULATIONS!!!
Rutgers is definitely better for theory.Overall too,I would say it edges out TAMU.
However,the most important thing is which department do YOU think is better for your research speciality.

Once again, turing is bang on target. I have nothing else to say. I'd recommend Rutgers over TAMU since it's definitely more reputed.

Actually, I'm interested in AI theory (machine learning, intelligent systems, soft computing, etc.)

Anyway, I think that Rutgers PhD program in CS suits me better (in terms of research, location, etc.)

So, I'm going to Rutgers.
