Does anyone hear back from Canada's SFU Econ MA

The secrectary said to me that they have mailed out since 21 Feb. Does anyone get accepted? And they even did not know the results? True???

Wow. That's REALLY early for a Canadian school. I did not apply, but I will ask around. Most departments just received the documents at the beginning of February.

They means "the secretary". The secrectary are not informed about the results. I wondered the professors delievered the mail themselves.

They may or may not know the results. In my father's departement at his university the professors on the adcom enter in the results into a computer database, from which emails are automatically generated. In past cases they would hire temps to run the admissions process so that the graduate secretary could do her normal work (remember, while we might be waiting, the department still has all of its normal business). So yes, it is quite possible that the graduate secretary that you talked to knew that the results were beginning to trickle out, but did not know the results. It is also possible that she knew them, but it is against policy to tell you them over the phone (in which case it would be easier just to tell you that she didn't know them, than to tell you she did, and then have to hear you beg to hear them )
