Does this imply that they have already made their PhD admission decisions? Or do they make the PhD decisions after the MS decisions?

Usually PhD decisions are made before MS desicions..

You can check with thegradcafe.com to see if USC PhD decisions are out...

USC-MS is a safety school for anyone.

PhD-USC i think many rejects were given on Feb-28, but were forwarded to MS instead.Donno if all PhD-CS decisions have been made there...you should be mailing them to find out.

The only person who mentioned USC CS Phd in the grad cafe had been rejected and he got that news by calling the department secratary.

I will email them and find out whats happening....

Its nice to see you in the forum after a long time man. So, which are your other top universities? I guess you wont be going to USC afterall. I too have got an admit from both UPenn and USC. I guess I will be rejecting USC's offer.
