In dilemma again, Got 2 scholarships from IIE!

Hey People,

It is a very weird and strange situation. I really don't know what to do.

In June 2006, I applied for a Fulbright Scholarship; in Sep 2006 I was interviewed. After the interview I didn't receive any notification.

In December IIE opened another new program. The program was opened specifically for the people in my country. The program is just exactly the same as the Fulbright program, even the applications are the same. They are just named differently. Since there was no news from Fulbright, I applied for the new program, let's name it X. After I applied, a couple of weeks later I got an e-mail from the Fulbright committee notified me that I was selected as a principal Fulbright Scholar. Shortly after, actually yesterday, I was notified by the X that I have been selected as a recipient to the Scholarship.

However, I googled the name of one of the contact persons of X program, guess what I have found? Secretary Director or the Director, not very much sure, of university placement and services in NY. Now, if I accept Fulbright's nomination, my application will be sent to NY. I highly guess and I can say that I am almost sure that my application of both of the programs will be sent to the very same person in NY, the Director of University Placement and Services of IIE.

If I accept both of the offers, then, during the replacement procedures, they will find out that that I am the very same person. They might even put me in black list for not declining one of the offers.

Fulbright keeps throwing words that we are still nominees and are not grantees until we get placements and visas. However, the X program doesn't make such indications and they are very quick in responding to concerns and questions. They keep informing us of our status step by step. However, Fulbright has the name. Now, what should I do? Is it legal to accept both of the offers? If they find out, what are the consequences?

I need to do something by today or tomorrow, please, please, suggestions and expertise advice. I would very much appreciate it.
