NCSU MS in CS departmend

I got MS offer in CS department in NCSU but no scholarship or any other form of financial aid.

I am able to furnish documents to show financial capability required but can't churn out that cash to support for 2 years MS in USA.

What are the chances to obtain a financial award after an year's work there?

I completed my masters (dec06) in CS from NCSU...I would say chances are practically zero for being funded from the very first semester. But if you try hard enough, getting support after 1/2 sem is possible.

I talked to convert my MS into PhD (coz that is my ultimate goal) but was denied.

Are there cases where MS was converted to PhD after joining. If such chances do exist then what is the approximate time when this happens?

TOEFL iBT: 105
B.E. : 67%, GPA: 3.55/4.0
Among Top 10% student,
12th : 92%, 10th: 91%
Work Exp: 3 yrs (by 2008)

Can you please tell me what are my chances?
