I want to know that who can be accepted more easily , an international student or a US student whose application form are mostly similar ???

It depends on the particulars of the school and the relative strength of the two applicants to the typical admit at the college/university.

Yes, it also matters whether the school is a state university or private university, as state schools generally have requirements to admit a certain number of students from their own state (since it's those people who support the schools with their taxes).

The country of origin of the applicant matters as well; if the applicant is from an under-represented country, then she or he will have a greater chance of gaining admission. I'm guessing you're asking this question because you are trying to figure out what your chances are. I'm guessing you're from Vietnam. (Because of your username.) Remember that you'll be competing with other Vietnamese, so if you're strong compared to people from your country, you will have a better chance.

This is the first time I have heard of IBO program and I think not so many people in my country know about this program .Although I have not done that program , I am studying at one of the most famous specializing schools in my country ! However , I have so much to do to get a good scholarship!!Anyway , thank you so much!!

Need Blind and Need Sensitive are admission policies that impact some students when applying to colleges around the country.
Need Blind admissions guarantee equal opportunities for admission into a college or university regardless of the student's ability to pay for the costs at that college. There are only a handful of colleges in the country that actually post need blind policies. These include the likes of Harvard, Yale, Princeton, and Stanford. These schools have very substantial endowments and do not need to be concerned about revenue from needy students.
Need Sensitive admissions will sometimes take into consideration a student's ability to pay for the college costs when deciding to admit the student. In actuality, the vast majority of colleges and universities are need sensitive in one way or the other.
