I am sticked by the admission

hi guys .
I am gonna tell you my short story about my admission and I wish you help me to find out the solution.

I am student in usa and I have good grade in my high school from my home country and I studied in the university and I had bad time there for two years. I withdrew from the university and I came to USA. My GPA is very low almost 2 out of 4. So, I would study here but I couldn't get an admission? So, what should I do since I would evaluate some classes from General classes??.

I have one idea but I am not sure about it!!.

If I apply to any college in usa and evaluate some classes and then complete my study there until I get the assist degree. After that I go to the university.
do you think that works or not ??

I hope you help me guyz to figure out my problem.
