Feel uncertain about future, need some help.

Hi, guys. I'm new here.
I am 17 now and studying in Singapore with scholarship. I'm doing GCE O Level this year and the exam is at hand.
What I most concerned is my English and actually I'm working quite hard on it. Other subjects are okey for me, I mean I can do them well.
After graduating from the secondary school, I have two choices, either JC (A Level) or IB Diploma. I heard that IB Diploma is better than the A Level. But our school just started IB Programme two years ago, so I'm not sure if it is a wise choice. Could you give me some suggestions? By the way, I want to go to university in USA with scholarship (surely I cannot afford the high school fees myself or by parents).
I haven't taken any tests like toefl or sat yet, but I do want to start preparing for that now, and hopefully take them before graduation from JC. Language is the biggest problem for me.
If anyone of you are from S'pore, you know that Raffles JC and Hwa Chong are the best two. However, to be honest, I don't want to go to that JCs since there are so many students from the same country as mine. Once we get together, we will definitely speak our language but not English. I feel that would not help to improve my English. Do you know Anglo-Chinese JC? In fact I want to go to ACJC since the English-speaking environment there is pretty good. But the problem is, ACJC is not the top JCs in S'pore (around 5th or 6th). What should I choose?
I'm really confused and uncertain about my future. Would you give me some advices? Thank you.

Wow, this is a pretty specific question. I really don't know how to answer, as I don't have any experience with this.

What is an Anglo-Chinese JC?

You might get more responses if your thread title were more specific...
