Utah comes to mind. But it is not truly preliminary since you don't get an earlier notification and you still need to pay to report your scores (in addition to the smaller pre-app fee).

If you don't mind Canada (since most people prefer the US for visa purposes), there is the University of Calgary:

Some notes about them for my future reference:

Apparently, they offer funding to some MS applicants:
computer science calgary - thegradcafe.com

However, their regular application fee is about $119 USD ($130 CAD) for non-Canadian residents. Also, this post (Canadian CS Departments) says they are awful without saying why.

Maybe one reason they offer funding:
