please evaluate profile GRE(V:400, Q:800) TOEFL(106)

hello,

I am taking GRE exam this week. As far as I understand they will ask 4 schools to send scores free before (or after?) the exam. And that 4 school will probably be all of my US applications.

I have B.S. in Electrical Engineering from METU - one of Turkey's top schools (ABET accredited if it matters) CGPA: 3.82, Rank: 10/200
I will complete B.S. in Computer Engineering (double major) by the end of this year. CGPA:3.88

I expect (V:400, Q:800) from GRE (edit: I got V:450, Q:790 today)
I have 106 from TOEFL-IBT (R:30, L:30, W:27, S:19)
no papers.
some research exposure in a summer internship.
research area: AI, Machine Learning

I consider to apply:

- UMASS for MS degree
- Wisconsin Madison for MS
- Toronto for MS
- Purdue for PHD
- UCSD for PHD

Financial Aid is a must.
I guess it's optimistic. is there any chance to get admitted to one fo them? Any other suggestions?

which one is wise for acceptance and financial aid: application to MS or PHD ?

If I am not admitted this year, what can I do to improve my profile. I will certainly try to publish papers. Is it necessary to improve GRE or TOEFL?

i think if you are considering to get fellowship, it'll be wise to apply to phd programs
