CalmLogic 's dreams are becoming reality.
Utah State (not to be confused with the much higher ranking University of Utah) has the following policy:

Quote:
A graduate record exam with Quantitative scores of at least the 80th percentile. Those whose Quantitative score on the GRE General Test is less than the 80th percentile will need to show compensating strength in their background to be considered.

Department of Computer Science - MS and MCS Admissions Requirements
I'm sure there are many other regional (less research oriented) universities that have such flexible policies.

There may be some distance learning programs that may not care about GRE. For example, I don't think Harvard's Extension School cares. They offer an M.A. in Information Technology. For that program, they offer courses both in person and online for about $1,800 each and have a residency requirement. Regarding their admissions policy:

Admission : Harvard Extension School

But I would probably study for over a period of at least two months and then retake the GRE prior to UT Dallas' May 1st deadline. Since you have taken the exam several times before, I would recommend at least considering private tutoring if your scores have not been getting progressively higher.

Texas Tech also looks interesting:

Quote:
What's the minimum GRE?
Our graduate committee looks at GRE scores, transcripts, letters of recommendation, and a statement of purpose in evaluating applications for admission, as well as any other supporting documentation you wish to send; we consider all these factors with none of them being the determining factor for admission.

UT at Arlington offers a GRE waiver in some cases:

Quote:
The GRE waiver may be extended to include non-UTA candidates that have undergraduate degrees in CS or CSE (with GPA of 3.2 or above) from reputable universities with an ABET accredited program or other select universities subject to graduate advisor's approval.

Why don't you retest again in 2+ months? Your GRE scores do not meet the stated minimum requirements for UT Dallas. I'm not familiar with the minimum GRE requirements at the other schools, but those requirements will be mentioned on their websites.

On the positive side for University of Kansas:

Quote:
  1. What if my GRE score is lower than the target score on the web site?
The GRE score is used by the EECS graduate admissions department as an indicator of potential in our graduate program. The majority of admitted students scored above 500 verbal, above 700 quantitative, and above 700 analytical, with combined scores over 1900. Over 50% of our admitted students scored over 2000, while our top 25% scored over 2100. A small number of students with outstanding credentials in other areas (highly ranked university, high GPA, strong letters of reference) were admitted with GRE scores below our department targets.

EECS - Graduate Program
But University of Kansas is not a school that is mentioned much in these forums.
