That is sad, so I agree with MDK. You may want to ask the faculty at your school what they know about placements. As MDK says, people on the admissions committee are very risk averse. So with your university apparently having no reputation at all (or maybe even a negative reputation as an easy school), even to get into NCSU may require a good GRECS score to boost your profile. Also, you may want to research Rutgers if you can afford their tuition. If you checkout the profiles at Edulix, you will see that Rutgers takes people with rather moderate GRECS scores.

If you have a lot of money lying around (which is doubtful since you don't have work experience), I would possibly recommend taking a graduate level distance learning course this summer or fall like Analysis of Algorithms at UF for $1800 (which is the cost for out-of-state students):

UF College of Engineering: UFEDGE
COT5405: Analysis of Algorithms

That would help you prepare for the GRECS while also giving you a boost if you got an A or B in the course. (Maybe only 25% of UF students get an A for that course after the curve is done, but you could mention in your SOP exactly how you ranked in that course since the grades are posted online.)

Regarding safety schools, as MDK suggests, Texas is a good place for safety schools (except for TAMU and UT Austin). The tuition and cost of living is cheap while still having the benefits of a good location for internships and job placement. I would be shocked if you couldn't get into UT Dallas since they even take non-CS majors. The funding at UT Dallas sucks though, so if you would want funding after the first semester you may want to consider UT San Antonio in addition to other Texas schools that are less popular among international students for CS.

Unless you have something outstanding in your profile, don't expect good news from top universities.
thanks mdk for ur suggestion, earlier i thouht that getting a good gre score would be the tough part for admission process, but now it seems the road ahead is not that easy that it looked earlier on

When your university isn't well known then Sub-GRE score shows who you are. Good score in it can get you anywhere!!

They see universities reputation for obvious reason. They know that some college which is ranked in top 10 in some country, will definately will be getting good students compared to other colleges, and a guy there with some say X aggregate will be better than guy with same aggregate in some unknown college in the same country.

But if you give sub-gre and get good score in it, then that shows how much you can compete in global scale..and if you get good score than you are as good as others as sub-gre tests your knowledge in a specific area though not in depth, but it still is better indicator of what a person knows rather than just elementary school maths , english and stuff!!
