low cgpa.. areas to improve upon

Hi everybody..

I am in my second yr doing INFORMATION SYSTEMS from BITS PILANI, INDIA.
I am serious about moving higher up in my education and do a MS/Phd from a decent US university.
But, I ruined my first year averaging close to meagre 7.
I intend to put my best to take my cgpa as high as possible in the coming 2 years and would work on others things as well.. (projects, interns, GRE prep etc.)

Will this low cgpa in the first year eventually prove to be serious deterrent in my apping..??
I dont have much information regarding apping and any of your suggestion would be of great help to me in moving in the correct direction.

I DID WELL IN CS COURSES AND THE OTHER COURSES IN MY FIRST YEAR WERE ALL NON CS/EEE ONES.

As long as you meet the minimum GPA requirements, then there is always hope, especially if you do well on the optional GRE Computer Science Test.
Most grad schools have a minimum GPA requirement of 3.0 on a 4.0 scale for the last 60 credits, but I don't know how that applies to international students.

any idea.. as to how a 6-8-10 cgpa system is converted to the US 4 pt GPA system..??
or is this diff for diff univ..

and also kindly tell if there are universities(top 50) that accept the cg of only the core courses (for eg, CS for me) or may give more importance to core subject cgpa over avg cgpa...
