In other words, should I apply to Stanford and Cornell? Or lower ranking universities such as University of Arizona and University of California--Santa Barbara? Or even much more lower?

my top papers are , "co-ordination algo for nanorobots", "interperting voices with different accents in an unambigous way " and i have implemented the above project for microsoft as an intern and also won best s.w in software contest organized by google in iit kgp and "the anatomy of large scale content-based search engine" and developed a web spider for the same which won me best s/w in iit-kanpur . totally i have presented 15 papers . and some 6 projects.

i have not yet taken GRE or TOEFL so i will have to wait for fall 2011 admitions. in that period , i want your advices for strengthening my profile also i have few questions about universities

area of interest : Compiler Theory / Programming languages
unvi : #4 in my country , but not known outside it
GPA : till now 3.98 , first of my class
letter of reference : won't be that strong , the one that I'm assure of at the moment is from a UCF PhD (teaching in my uni at moment) , with whom i'm doing my undergrad project
papers/internships : nil
i also have a US citizenship

but i have independently done a number of small open source projects (0.5-2.5K in users and size) how can this count in my profile ? can they be counted as research (most noted of them are a small RegExp Engine , thread emulation layer for PHP , AES impl in ASM , 3D Scene Builder )

one more real research experiment i had was in computrizing a physics experiment with physics dept. in my uni (but this is 3 years old)

another thing i think i can depend on is my current undergrad project , an interpreter for a new dynamic,OOP DSL , i hope i can put it in a paper by july (after demonstrating it in college ) , can the project - without paper - be helpful ? in case of publishing , what reputed magazines won't require membership or fees ? any guidelines for them ?

after gathering info on unis with best reputation in my area of interest , (v. ambi :D , but i need to try ) seems CMU , Cornell & MIT (UBC & Stanford seems not to offer any financial assitantships )
what can i do in next year to make those unis more reachable ?
